DHDC Chitral has started its functions in 1994 for a few special reasons.
- The unique geographic conditions of this far-flung and remote district makes it totally inaccessible for about six months in a year, as the road leading to Chitral gets snow blocked at Lawari pass in winters and summers. Communication also comes to a standstill. The PIA flights to Chitral was depend on weather and there was no flight operating from Chitral to Dir or Swat, keeping in view these facts the DHDC was established in Chitral as a special case to handle health research and training related issues, as only Human Resource Development Centre in the area.
- An initiative of this office in Chitral was basically due to socio-geographic condition of the District, attending training, technical backup support and health system researches to the health development from outside the district is impossible throughout the year.
- DHDC Chitral is the only training institute in the District with no other Nursing colleges, Public Health Schools and Paramedical institute functioning under it.
- DHDC Chitral provides safe and peaceful training facilities to Govt. organizations and non-Governmental Organizations (NGOs) and a cordial atmosphere, keeping in view the social and religious constraints. This institute has been successful to convey to the people of this backward area of the province, a message of development which has been very good.
